No doubt the truth rests somewhere in between, yet this is all relatively old news now. However by way of an update, it's also emerged that BT Retail was busy adopting a new traffic shaping / management technology at the same time as the problems were occurring:
Mar 16, 2017 BT traffic shaping, not just P2P :: BT Broadband :: think Glasnost still reported shaping on port 6881. bt com still reported me on the old package. Yesterday signed up to bt cloud to do test and got 50 gig space, but was then told by someone on bt's forums everyone gets 50 gig cloud even when not recontracting.
